Yeah, it is. Cause of the lack of smegma, your gland is dried. This dryness causes calluses on the outside of the glans and atrophy of the nerves that give sexual pleasure. That's why the foreskin was created. It protects the gland, keeps it wet and sensitive. You may try using vaseline for keeping it moist but this will never be a complete solution and will not replace the foreskin.
The inside of thr foreskin and the glans are covered with a more sensitive type of skin which is kept soft and sensitive with the oils secreted by this skin… this body moisture covers the glans (the penis head) and the inside of the foreskin. However when you get circumcised the inside skin and the glans gets fully and permanently exposed. As a result the sensitive skin stops getting the constant moisture and also starts experiencing constant rubbing by the fabric of your clothing which makes the skin drier. This triggers Keratinization of the inside skin and the skin on the glans.
During this transformation it’s common to see chapped skin.
You can remedy this to some extent (not fully) by applying a few drops of skin nourishing natural bio oil (vitamin E oil or coconut oil) right after bath/shower.
Once the keratinization process is complete the chapping won’t be an issue. However some regular use of bio oil isn’t a bad thing for skin.

It was just a dried film of something the doctor used during the surgery. It’s was very uncomfortable peeling it off, but it looks and feels normal now. I am now looking forward to having my catheter removed in 17 days. It is causing a lot of discomfort.
