Im uncut, 27, and ive been trying to desensitize for a year now. I've made good progress but it seems like ive plateaued. I can rub my glans with my hands but it is pretty uncomfortable and I'm afraid that it still isnt desensitized enough for sex.
Do I need to use coconut oil when I rub my glans or can I keep going dry? How are my glans even supposed to feel? I'm not sure of what is even normal.

My problem was that I could not retract my foreskin, so the membrane of the glans was still sensitive from being protected and also phimosis made it very sensitive.
For me, I got circumcised. The sensitivity did go down, but it took months. On month 11, I was able to orgasm with my girlfriend having sex without a condom.
Basically, you are training and toughening your glans. I was never able to do it uncut because of my phimosis. I use to have sex without peeling back the foreskin.
I would suggest keeping the glans revealed at all times while you are at home and wear loose underwear (like boxers, or better, non at all) and loose pants. Having done that myself, I found that leaving the glans exposed and "breathing" helps a lot more with desensitising it than a wet rub.
