This rule has been there for some while and was the subject of much discussion. That discussion has ended and I cannot see how it helps you for those discussions to be restarted. Let me know if you do not want to keep to the rules.
It’s possible you’re just looking at your newly exposed frenulum. Google that and hopefully that helps.
I think DDMP may be correct, that the skin you are talking about is just your frenulum. If it is centered on the groove of the underside of the glans and it looks like webbing, it is probably just your frenulum, a normal part of the penis.If not, it sounds like a skin-bridge which can result when two raw surfaces are in contact and heal by fusing together. This is sometimes a consequence of a botched circumcision. Check with your doctor about it to be sure. Also, do your homework and see what a frenulum looks like.
