I’m 19 and I had a circumcision due to phimosis back in early July and my physician never recommended anything besides regular showering with soap and water to keep it clean. I wasn’t aware that I also had to keep it moisturized with Vaseline as well. Since the surgery, the head has been really sensitive even three months later. I’ve attempted to put on Vaseline through different methods and each time it’s been painful and sensitive with the slightest touch. Is touching my head with Vaseline the only way to do this?

The use of vaseline or any moisturiser is not obligatory. You may just want to let your glans naturalise to its new uncovered life.
I recommend letting it dry instead. I have a little fan I prop up and I just sit in front of it. It’s definitely helped with the hyper sensitivity. While in front of the fan I just placed the glans on the top of my hand/arm since it’s less moist than my fingers. Your glans might get very dry and start to peel but that’s fine. After you’re able to touch the glans without feeling too uncomfortable, then you can start to moisturize it either with your finger or a cotton swab
Your doctor didn't say anything about moisturising the glans as it is not necessary. It is best to let the glans dry out as this will help dispel the excessive sensitivity to ordinary, everyday touch.
