Start with your regular doctor if you have one. You may be referred to a Urologist. Don’t put off getting proper professional advice.

Seems like you might not be able to be retracting the foreskin sufficently behind or you have a short frenulum . Both of these have to be assessed by the doc and like Hidden has aptly said , pain is never normal . I would suggest for you to stop and get help. All the best !
