I don't think it should swell up just because you have retracted it . If it's swelling up when retracting it may be phimosis. Either way a doc can help you diagnose this. Cheers !

Tdog, are you talking about after a circumcision where you were left with some foreskin or your birth foreskin? If circumcision, depending on how long it’s been, this would be something to get seen right away, If your urologist is not available, see your primary care provider or go to an urgent care. If not post circumcision and you forgot to pull the foreskin back and now you can because the swelling is to great, you need to got to an urgent care or emergency room/department
