I pulled back my skin all the way to where my whole head showed and when I let it back it’s not fully going back to how it was before what should I do?is this normal?

Sometimes glans could be so dry that the foreskin won't slide back to same position as it was. It doesn't matter, if it wont' hurt. You can put some fragrance free lotion under foreskin try then again.

There is also condition called 'paraphimosis'. Then you could not retract the distal foreskin over the glans. You can google picture and compare with yours. Paraphimosis might need treatment.
