Red pee-hole

I have this red rash kinda thing around my meatus (pee-hole).

It doesn't hurt on touching, I wonder what is it.

I actually got circumcised as a precaution because I saw this rash and couldn't retract my foreskin.

My foreskin tightened up to a point where I couldn't see the opening of my pee-hole, and as a result had to get cut.

Now I'm almost 4 weeks into the surgery, and I had wet dreams twice in the last 5 days (due to lack of masturbation I guess) and ejaculation burns quite a bit.

Could this rash or whatever be a contributing factor?

Should I just start masturbating? It's better than waking up in the middle of the night.

It may be meatal stenosis. Did they repair your frenulum or remove it? If the urinary opening is narrowing, then it could be a sign of this condition. It is much more common in circumcised men than uncut men. Are you able to empty your bladder completely when urinating?
