I waited until 30 and at the end the doctor told me to get circumcised, my suggestion is go to an urologist and see what the doctor suggest

Depends in which country you live. If you live in the UK it can be done on medical grounds by the NHS. Circumcision for religious and other may be subject to payment being made.

If it not causing you any problems at the moment, try stretching and possibly cortisone cream. You may be able to go on living happily the way you are, no rule say you have to be able to pull back.

It sounds like you can pull enough to keep clean so if it ain't broke don't fix it !

If you don't need a circumcision don't do it. A foreskin is much better for masturbation. For intercourse it pulls back fully usually. But if yours doesn't and it's not a problem then leave it alone
