Last month,after a allergic conjuctivitis treatment which includes steroids drop,I measured my intraocular pressure,it's 16 in both eyes.Today,I measured it again and it's 18mmHg.My eye pressure was measured at 10am, why is there a difference?

IOPs fluctuate. They can be affected by time of day, day to day, when you last had food/drink and what it was, anxiety, the weather, operator error... almost anything you can think of can affect IOPs.
A difference of 2 is not a lot really. I often get such differences. I can also get a difference of 2 within 5 minutes especially of I am apprehensive about what the readings will be. If you are worried, talk to your local Optician; they may be able to help as well as check that everyting is OK.

I was told the pressures vary throughout the day...to test properly needs doing every hour on the hour throughout....Ganfort drops finally worked well for me when needed stabilising and caused no problems as preservative free....use for the one month only then change for new ones or will be going off and cause eyes to redden...a reminder on occasions!
