Can diabetics eat whole wheat chapatis three times a day regularly. Is there any harm with the Gluten present in the wheat, if taken regularly?

I had quick look in Google, allot of information available for type 1 and type 2.

You may need to take look at the latest study. We humans react differently therefore what is best for you may not be best for others.

iam a diabetic too, i was advised to eat chapatis/pulka instead of rice during dinner, i dont see any problem. i have controlled disbetes by taking one cup of karela, cucumber, tomato juice daily early morning

I agree with what sandybrown had said. If one person tries something and it works for them, that's good, but that same one thing may not work/be right for the other person, so you have to be careful and ask the doctor before you change anything with diet and/or medication.

Please do this for better result.

Mix 01 Kg of gram flour, 500gm oats in 5kg of whole wheat flour.

Your blood sugar will not spike.

This is based on my personal experience.
