Blood sugar levels are always changing during the day. It depends upon your diet, exercise, insulin produced in the body and medications particularly anti-glycemic agents (anti-diabetic pills).

Insulin is secreted when the level of blood glucose rises—as after a meal. ... relatively inactive, and under normal conditions only a small amount of it is secreted.

The amount of insulin being produced in the body of a "healthy" person is continually altering, depending on the persons age, sex, exercise, etc. "The pancreas of a normal adult contains approximately 200 units of insulin, and the average daily secretion of insulin into the circulation in healthy individuals ranges from 30 to 50 units".

The liver also plays an important role in storing the sugar (in the form of glycogen) ,and releasing the same if needed.

Please note that FBS should be less than 100 mg/dL. PPBS should be less than 140 mg/dL. If FBS exceeds 126 mg/dL, PPBS exceeds 200 mg/dL and HbA1c exceeds 6.5%, you will be considered as diabetic.
