how can I get help from council to change my house to seaside.

Hi, since about 10 months I have chest tightness and feeling tired due to my new area which located in Middleton near Manchester, also the house not clean too much mould under the carpet cant be cleaned, I was live in Brighton and Liverpool one year and I had never went to hospital, now since march 2020 I used to use multiple inhaler, I asked government to change the house and they said they need paper from my GP, so I asked my GP that I don't like to use too much medication, I asked them please this medication will not cure my asthma unless I go away from the triggers, the doctor said to me because my oxygen level is 99% and my lung function is good that means I don't have asthma, and maybe because I am anxious, so he keep giving me medication and inhaler, and thus this medication increased my liver enzymes, I want to leave this area by my self and go to seaside, and this may leads me to homelessness, so how can I get help from them, the tragedy happen to me is avoidable but they didn't, or can I go to court they may help me, I need urgently solutions.

Suggest you speak to someone like CAB. Am not sure it is easy these days to get council support to move areas.

Citizens Advice Bureau. Look online for nearest one to you. Will have to phone them to discuss your situation.Just one thing your gp is wrong that 99% oxygen levels mean you don’t have asthma. I have high oxygen levels. Yet severe asthma. Even when very unwell still maintain ok oxygen levels.

I suspect it will be difficult, but, of course, worth checking. Sadly, there is a great shortage of council housing, and I also guess that the seaside is a popular option for many. These days many have to choose to rent privately instead wherever they live, but that can be difficult depending on your income, and at the seaside many landlords/ladies would choose to let to holiday makers in the summer as that can generate greater income for them. In addition Brighton would be a desirable area to live in, so extra expensive. You said the other day that your condition improved when you turned off the heater at night. Has that not lasted?

yeah it improved when I sleep and stay in cold, I don't know why, I think it deceive the brain as the fan do, so I stopped using the fan that I been used for months, which caused dryness in my eyes, also another problem is that my house not suitable for me, because woods and hols on the floor and emits some smells like that in the old cave, actually now I stay and sleep all the time in the kitchen, it's a difficult hardship, I talked about this with them, I mean landlord and government, but the said your house had been already refurbished, I became depressed all my time stay in kitchen and I don't see any people, I always steer to computer and this not good for my health and my weight increased, and when I go to supermarket, my asthma triggered again, this not good and asthma will get more and more complicated, rather than reverse.

also I am now on fostair 2 puffs a day I cant stop it, I want to live without medication,

it is very severe asthma, I take fostair 4 puffs a day and I took betamethasone injection intramuscular but tightness did not cure, after using inhaler 2 months I felt little improvement,

There is a scheme for council tenants to swap accommodation, but obviously is dependent on someone wanting to swap with you from a coastal location to a city location. Your local Citizens Advice Bureau may be able to advise on this scheme and how to access it. Local authorities have very limited housing stock and once you are fortunate to receive accommodation it's usually an end to their responsibility, apart from meeting housing standards. There are many people who have been waiting years for accommodation and having a wishlist of where you want to live isn't part of the process. Manchester Council does have a scheme for those who need to be rehomed because of medical needs, more information here:

But you would probably be rehomed within the Manchester area and only after they have satisfied themselves that your current accommodation is definitely making you unwell. I would talk to Citizens Advice Bureau first and they will be able to advise what your best options are.
