Nkdu, I have that feeling sometimes, you've seen the doctors, nothing organic, it must be anxiety. You've heard the saying "I went weak at the knees" that people use to describe their reaction to something worrisome. Well this is what is causing your heavy legs: anxiety. The more you think about it and test yourself the more you'll feel it.
Go for a long one hour walk to prove to yourself there's nothing really wrong with your legs and remember that fact.
Then just accept the heaviness for the time being and don't attach so much importance to it, if you lose your fear of it then it will soon disappear.
Nkdu....please get your ADRENALs and or THYROID checked...both of these can cause that symptom.......you are having adrenaline rush that is making you feel that way....you need to find out why....stop all CAFFEINE.....at least this is what I would do.......
