My mother is law is loving on her own and we really want her to stay there as long as is practical as she is so passionate and proud to be an independant woman. At what point should we consider moving her to a care home?

Welcome to the community. There are several options to consider, including in-home care aides. This option maintains some independence for your mother in law, compared to a care home.
