The most common figure I have seen for anti-thyroid peroxidase antibodies is <35 U/mL. If your result is in those units I am a bit surprised it is reported as negative.
Regardless of the precise number, this is a low value which suggests that you do not definitely have autoimmune thyroid disease. But you might have.
These antibodies are often high when the thyroid is being attacked and thyroid peroxidase is released from the thyroid into the bloodstream. These antibodies mop up the thyroid peroxidase. Very small amounts of thyroid peroxidase may well be present even in perfectly healthy people -and even this needs to be mopped up - hence the presence of some TPO antibodies in most people.
