What areas of the UK prescribe NDT's on an NHS Prescription?

I was wondering in what areas of the UK are NHS doctors prescribing NDT's. Is it up to the local Health Authorities to say Yes or No to prescribing it? I notice on the list of places to obtain NDT's (on Thyroid UK) it does state that they prescribe NHS or Private Prescriptions, which means that some GPs prescribe it. It seems its a postcode lottery as to who gets it.
