Medical Ethics, regulatory diligence (or not) and trials reporting

I've sent a paper on this to Louise Roberts in TUK on this topic which discusses the ethics or lack of them in clinical trials reporting and the failure of regulatory aithorities to properly address this. The paper is:

Truth in Research Labelling by John H Noble Jr.

This journal seemingly obscure is gaining a reputation as a good discussion forum n medical ethics and practice.

I'm not sure if it can be downloaded free but Louise is a ready source.
