what proportion of women who have any form of removal of surgical removal of DCIS go on to suffer a recurrence of DCIS or Breast Cancer in any form at any time?

That's a hard one to answer because there are so many factors to consider including OncoDX score, family history and genetics. My understanding however is that there is an approximate 20% relative risk of recurrence.
