You are coughing because your body is clearing your lungs and trachea of the caustic bile. If it stayed in your airways, it would do a lot of damage.
I have certainly experienced a persistent (though not chronic) cough due to reflux. The only way to deal with it is to deal with the cause, which I'm sure is what the specialists were trying to do with the different meds. There are also many suggestions on this site.
Bile reflux in particular can cause damage to the throat and larynx, which can take a long time to repair. Whenever I have an attack, I drink lots of warm green tea (no milk) and eat soothing foods, such as porridge made with soya milk.
Sorry I can't be more help.
