What does a high FSH actually mean?

Hi, I've been told that I have a high FSH (seems to range between 9 and 11) and that this means that I can't be referred for IVF on the NHS (the number would need to be 8 or below for that). The consultant did explain what a high FSH means but I didn't really understand it. In layman's terms, he said that I'm less fertile than other people of my age. Does the number refer to the number of eggs you have or the quality?

Hi, no I'm not trying anymore. We've been told that we have unexplained infertility but I was just curious about what the number means as I saw someone else on here mention FSH.
