The frenulum can be lengthened by apply tension to it. If you can reach both ends, grasp them and pull gently apart. If one end cannot be reached, the easiest way is to grasp the underside of your foreskin where the frenulum attaches, and pull it out away from your body. Stretch for five minutes, regrouping as necessary. Do that four times per day. Each time you pee, take a moment more to do this for a short period of time. Generally the frenulum will respond fairly quickly, but once you have achieved your desired goal, continue to stretch an additional 4-6 weeks to allow time for new skin cells to grow and become permanent. Avoid any surgery as it fails frequently causing more problems than you started with.
