Cant retract foreskin because attached to head of penis

I've noticed for a couple of years now that I can't retract my foreskin because it is still attached to the head. I thought that it was meant to dissolve overtime, so I left it for a while. But there's been almost​ no improvement at all

Try what goldie suggests with the creams and gentle stretching. Circumcision should be a last option in my opinion. But do not rush into anything.
