For the past two days I have had the strangest sensation on my lower right leg. It feels like my leg is wet but when you touch my leg its dry. It doesn't hurt but its a really strange and very annoying feeling. would diabetes have anything to do with this wet feeling in my legs

Yes, it could. Diabetes affects nerve signalling pathways. When the pathways are interrupted for some reason, the brain tries to compensate by substituting the sensation with one it recognises, in this case the wet feeling.
It might not be the diabetes, though. You don't say what autoimmune disease you've been diagnosed with but I'd say that disease could also be a cause.
