Not necessarily. Many companies / governments donate to what are known as orphan condition funds which are funds put aside to research a rare condition. Often a breakthrough in a rare condition can lead to new treatments for more common ones.
Ran a quick search in Google Scholar for papers published since 2015 and there were quite a few - several 1,000 in fact
