Can Diabetes affect Sexual Organs

At the first time, I have a problem with the foreskin of my penis. The foreskin is become white & can not be rolled down. After the said problem, I have contacted my family doctor & showed the fact. The doctor at that time informed me to check the blood sugar & after the report, the doctor said be that you are become diabetic. After that I have regular check up with Diabetes specialist doctor & now my blood sugar is about to be controlled. I walked daily for about 35 to 40 minutes in the morning. Now the foreskin is rolled downside, but it is become tight after erection. Kindly guide me whether I have to go for circumcision.
