Has your mother talked with her doctor about adding medication with the insulin? When was the most recent appointment?
Urine sugar should be zero. Control diet, do exercises, increase medicines , by hook or crook try to reduce. If it increases there can be lot of complications in long run.
Undergo kidney function tests in consultation with a Nephrologist.
