Flare or relapse and pending Eye surgery

I have been slowly tapering down to 10 mg and my ESR is up from 6 on September 27 to 23 on October 17 and 31 on October 26. I started 10 mg on September 24 and as of today I have a headache and awful ringing in my ears. If I go back to 12.5 would that suffice? And does this mean flare or relapse. Tapering has been very slow and careful since July 2015 at 40 mg. Symptoms just came on a few days ago. Or possibly a little earlier but I did not recognize this headache because it's different from the original GCA head pain. Eye surgery scheduled for November 30. Cannot have eye surgery at 12.5 mg.
