When I was diagnosed with ulcerative proctitis I was initially given prednisolone at 40mg tapering down by 5mg each week. Initially it worked but now steroids no longer work. My ibd team said that acourse of steroids under 8 weeks tend not to be effective. Everyone is different so please don't take my comments as gospel. Please speak to your gp or consultant at the hospital

My first prednisone dose was 60mg for one week, no taper. I'm really surprised you were only given 5mg. In fact I've never heard of anyone starting on that low of a dose. I have proctosigmoiditis which is what you have plus inflammation a little farther up as well. Prednisone was a miracle drug for me at first. Quit working well after a number of months. Now I'm on infliximab still waiting for it to work. Do you have pain with your procto?

You should probably also be given some rectal suppositories, or enemas. You could use mesalamine or cortisone based. Talk to your doctor. Do you have a GI doctor?
