I finished week 6 on January 27th. Haven't run since, for various reasons. So 3 weeks without running. Which week should I go back to?

As it states in the guide to the plan healthunlocked.com/couchto5... you lose next to no condition in the first two weeks of running, so can pick up where you left off. After that you just have to go out and see what you can comfortably manage, then build from there.
