I think you have posted to the wrong community. This community supports people with Chronic Lymphocytic Leukaemia, a blood cancer.

Your sister needs to see a doctor to have her rash definitely diagnosed as shingles (herpes zoster) and to start a prescription for an antiviral medication immediately! Does she also have CLL?
