If it is not an STD (which seems reasonable), then it may be a skin condition. You might need a consultation with a dermatologist (skin specialist) - referral from GP required. Go see your GP. Don't get hung up on where it is - it's still skin...

My Partner had something like this before, it was a friction burn!

It just turned out we were using the poor guy too much!

If it is this it should go away on its own although he couldn't have sex/masturbate for around 2 weeks as it was quite sore whenever this was attempted.

If you are worried call GP or Sexual health clinic again
