Hi my daughter had this and I was told she has allergic rhinitis which causes all year round symptoms of hayfever. She had itchy throat/eyes and constant runny nose. It is, I think, quite common to have it along side asthma. She was put on singulair which works well for her but I know from lots of posts thats not always the case. I am sure your GP would be able to advise if it is really bothering him. Good luck!!
I'm pretty new to this and not a child but my consultant on Friday said I had allergic rhinitis with my asthma and has put me on that as well so here's hoping.

There was a successful study in The regional hospital in Limerick Ireland under Prof/Dr John Fenton the head consultant there, i believe over 80% of chronic rhinitis sufferers gained huge relief from their rhinitis symptoms (and continued to have 3 months after learning the technique) and the results are due to be published in 2011.....(buteyko practitioner was Patrick Mckeown)
For hayfever, asthma, rhinitis and many other conditions it is vital to breathe through your nose at all times (just breathing through the nose is about 25% of the technique, reducing the minute volume is the rest, don using breath retraining techniques varying from gentle relaxation exercises for those with severe symptoms and conditions to more aggressive techniques for those with less severe symptoms and conditions.
Stops snoring too...
None of us should breathe through our mouths.....causes no end of everyday problems that are then blamed on something else like genes or environment or allergies.....hidden hyperventilation is a major cause of all the above illnesses/symptoms.
