I now I should be contacting some one else right now, but can any one advise. Just came home from stop smoking clinic & had a coughing fit. My phlegm had blood in it. Do I get in touch with doc or hospitle

A chat with GP will do no harm and give you some assurance.
As you seem to being through the stop smoking stage, your phlegm may be thick and sticky, which can tear the tiny blood vessels, hence the blood spots. Drinking plenty of fluids will help thin the phlegm, but you may need Some antibiotics in case of any infection a cough mixture would not go amiss.
