Last 2 days I started to have what felt like electric shocks directly under my sternum. I have pain in my left elbow joint, however this is probably from my arthritis. Any help would be greatly received.

I think you should see your gp , it could be costochondritis or it could possibly be angina . It is best to be safe and see a doctor soon. Best wishes .
